The City of Jersey Village grew from a partnership formed between two old friends, Clark W. Henry and Leroy Kennedy. Henry operated F & M Dairy on 1,236 acres of land he owned 15 miles northwest of Houston. His herd of Jersey dairy cattle was considered one of the largest and finest in the world. Henry had a unique advertising gimmick to promote his dairy: A showplace barn with glass doors where the public could observe his fine cows being milked and then they could purchase some of his ice cream. He also offered pony rides and live country western music. It was a very popular attraction for children and adults alike.
When Henry’s health failed in the early 1950s, he closed the dairy and went into partnership with Kennedy to develop Jersey Village, named after his dairy herd. Henry and Kennedy broke ground for the new city in 1954, initially putting in five miles of streets along with utilities. The City of Jersey Village was incorporated in 1956 and an election for a mayor and city council was held shortly thereafter. In 1986, Jersey Village voters approved a home rule charter for the city.
